Below are copies of the results of decisions made by the Race Committee during the 2014 Race.

Due to an oversight the results were not posted to the public forum upon completion. Our apologies for the lack of timely information.

The deliberations will remain in the Race Committee forum but the summary of each is posted below.

Re: SOH landing at PASN - B-2

* Description of the Incident / Infraction:

The pilot flew the B-2 on a wildcard leg into an airport (PASN) which has a gravel runway. The rules and the FAQs both describe that the B-2 may only be flown from and to paved runways (not gravel), so this is a rules infraction.

When asked afterwards, the pilot confirmed that he was unaware of the rule regarding paved runways.

An initial wingman flight was aborted due to computer errors. A second wingman flight was launched, which successfully flew the leg in a B747, and landed at PASN, albeit 1 hour 25 minutes after the invalid B-2 landing.

* Penalty Assessed: The leg is invalid. A wingman transfer is required (30 minute penalty). A further penalty is applied, being the difference in time between the initial B-2 landing (at 17:52 UTC), and the subsequent wingman landing in a B747 (at 19:17 UTC), which is 1 hour and 25 minutes. Finally, a punative penalty of 5 mins is applied for a first rules infringement. Total penalty 2 hours.

(Note: the 1+25 time differential of the wingman is due to a computer failure by the initial wingman of the flight 1hr 14min into the leg. A second wingman flight was launched and successfully landed at PASN.)

Re: Incorrect sim time for AVSIM

* Description of the Incident / Infraction:

"On AVSIM's leg into RPVM Leon forgot to sync his time again after a sim reset, and ended up with a significant time difference. The problem was noted during flight when Leon didn't get the sunset everyone else was seeing. Leon landed in daylight when it should have been dark. However, the weather was fair, no terrain around the airport, which is well lighted and equipped with ILS."

The pilot reached the destination in daylight when real-time time of day was night.
The airport is lighted with ILS, and no terrain obstacles.

No significant advantage is obtained by the pilot.
An approach along the ILS would need little additional flight distance under these conditions.

A punitive penalty of 5 minutes is applied to mark the first rules violation (15 minutes on subsequent violations).

* Penalty Assessed: 5 minutes.

Having reviewed the Duenna text file, this does appear to be a glitch.

The flight is valid, and with it the formation flight bonus.

Please ensure that the pilot tests Duenna to ensure this glitch is not repeated in subsequent flights.

Sim Outhouse - use of WEP gauge in race aircraft

* Race Rule(s) Violated:

FLIGHT SIMULATOR AROUND-THE-WORLD RACE
General Rules and Charter
c. Aircraft Requirements.
ii. Aircraft modifications.
The only modifications you may make to your aircraft are to its avionics, sounds, and textures. Aircraft may not be equipped with non-certified ferrying tanks or engine tweaks. Single and twin engine prop aircraft available with drop tanks or ferry tanks may not be flown for any leg longer than 800 nm. Autoland capability is prohibited unless it is integrated with the aircraft’s autoflight system and is realistic for the aircraft type being flown. More generally, any special gauges and modifications that produce unrealistic behavior are prohibited.

* Finding of Review:

The pilot has clearly applied an unauthorised modification to his aircraft. The rules are very clear that pilots may not alter the flight performance of the White List aircraft at all.

Also, we conclude that this was an uninformed mistake rather than a deliberate intent to cheat.
The pilot has a long history in the race in the past and has always conformed with the rules.

Furthermore, no advantage has been gained. No transfer of the baton to the wingman was effected during this flight.

* Penalty Assessed :

A minor punitive penalty of 5 minutes for first-time offense is being applied.

The gauges in question have immediately to be removed from any aircraft used in the RTWR.

Subsequent use will be dealt with severely.

a. Wingman Declaration and Departure.
After a pilot (now the "Lead Pilot") has claimed the baton on the forum, a second pilot eligible to carry the baton may declare, "I am flying Wing".

* Finding of Review:

The pilot clearly declared to be flying wing before the lead pilot's declaration was public on the forum. However, the posts where made during the same minute, and information on the tracker shows that the wingman departed after the lead pilot. No advantage was gained.

In a previous similar incident on the first leg at Sim Outhouse, no penalty was given, but a warning was made that care should be taken to make sure the post order is correct.

* Penalty Assessed :

No penalty, subject to escalation if a later incident occurs.

The above shows that the Baton pilot Duenna began at 23:13:38 (coincident with the Forum post) and was Aborted at 21:17:40 UTC. (4min, 02 seconds)
Subsequently a new Duenna record was created at 21:18:37 UTC which continued until landing at LBPD

The 2013 Special Rules state:

The leg length must be at least 400nm; both pilots must leave the same airfield within 3 minutes of each other, and both pilots must land at the same destination. To validate their flights, both pilots must use the Duenna online flight tracking software while enabling the "Arm baton auto-pickup" button.

In a Formation Flight, a failure to complete both parts forfeits the opportunity to earn the bonus. (That is, the team gives up one of its 6 chances to earn such a bonus.) Such a failure might occur when a diversion makes the leg length too short, or one pilot crashes, a computer fails, or the interval between the pilots grows larger than 15 minutes. The lead pilot merely declares "The Formation Flight is terminated" and the leg reverts to a normal leg. The bonus opportunity is lost.

2013 Special Rules FAQ:
Q. Sometimes the weather will make things very difficult. Can the team cancel the Formation Flight and try another time?
A. Once declared, the Formation Flight is active and subject to failure.

Conclusions:
1. The original baton post(s) and one Duenna pickup occurred as required. The Wingman then had, and declared, a "sim crash" prior to takeoff.

2. The Baton pilot aborted his flight as shown in the Duenna Tracking and restarted approx 4 minutes later.

3. No post by the Baton pilot is shown to indicate a restart or termination of the formation flight. This indicates a likely misunderstanding of the Rule that a restart renders the Formation Flight opportunity lost as the original departure is the 'one of record' and this was terminated and the flight restarted.

4. Regardless, if the Baton pilot had continued on his original flight, the Formation Flight would have been ruled invalid as the first Baton departure (21:13:38) and recorded Wingman departure (no Duenna online tracking but shown in the arrival post at: http://www.sim-outhouse.net/forum/sh...ll=1#post25734 ) at 21:18:43 were more than the allowed interval between departures of 3 minutes (5 min, 05 seconds in this case)

Thus, the Committee rules that the Formation Flight DTTA to LBPD is invalid and the "bonus opportunity is lost". The Bonus Bank was edited to reflect the invalid entry and to add the later valid flight LBPD to URSS with a bonus of 12 minutes.

(Note: this finding was made immediately after the last flight of the race. Inability to access this site prevented notification being immediately posted. However the above ruling was posted directly to the SOH Race Thread and is copied here. The bonus adjustment was also later changed to 13 minutes to correct an error in the original calculation by the team.)
